Because iOS 9.3.5 on the iPad Mini 1 (A5 chip) suffers from the unpatchable hardware exploit known as (and specifically the checkm30 / alloc8 exploits for older targets), it is possible to bypass the activation lock permanently using hardware.
: Be wary of online "unlock services" that ask for upfront payment; many are fraudulent and cannot deliver a permanent unlock.

The iOS boot sequence is programmed to launch Setup.app upon the first boot or after a restore. If the application detects the device is locked, it prompts for credentials. However, the operating system kernel does not inherently refuse to boot if Setup.app is missing; rather, it simply fails to launch the setup wizard.
The first step is to find a Hanen SLP who is certified to offer More Than Words. The SLP may offer the program in-person or online, or they may use the program content in their day-to-day individual clinical work with parents and children.
